The Texas Ports Association (TPA) has appointed Rodger E. Rees, port director and chief executive officer of Galveston Wharves at the Port of Galveston, to serve as president and Walker Smith, port director of the Port of Harlingen Authority, to serve as vice president, effective October 21, 2026.

In advance of the 2027 Texas legislative session, Rees and Smith will collaborate with member ports and TPA Executive Director Jade Gillespie to advance support for port infrastructure, ship channel improvements and the road and rail connections essential to moving Texas goods to market.

Rees has led Galveston Wharves since January 2018, with responsibility for cruise and cargo operations and implementation of a 20-year strategic master plan. He previously served as deputy executive director and chief financial officer at Port Canaveral and has extensive experience in port finance, capital investment and business development.

Smith serves as port director of the Port of Harlingen Authority, a shallow-draft inland port on the Arroyo Colorado serving the Rio Grande Valley. The port provides connections among barge, truck and rail transportation and handles commodities that support the region’s agriculture, energy and construction sectors.

“Texas ports have an important role in supporting the state’s economy, and Rodger will help communicate that role through a strong, unified voice. He understands the priorities of our ports and the communities they serve. I look forward to working with him and Walker to advance meaningful investment and ensure that Texas ports remain a priority at the Capitol,” said Gillespie.
